Howard M. LeVine is the founder of LeVine, Wittenberg & Shugan, Ltd., and has practiced in the area of family law for a period in excess of 30 years.  As lead partner, he is responsible for allocating cases among the other partners and making major firm decisions.  He is one of the most experienced matrimonial lawyers in the State of Illinois.  Mr. LeVine has tried numerous matrimonial cases in Cook County, Will County, DuPage County, and Kankakee County as well as some of the other outlying counties in Illinois.  He is recognized by his peers as one of the best litigatiors and negotiators in a very difficult area of law.  During the years, Mr. LeVine has provided a human touch and continues to counsel his clients and help them through their difficult times.  Mr. LeVine has conducted Continued Legal Education seminars for other lawyers, he has spoken before many different groups, assemblies, church groups, Parents without Partners, and other such organizations on the subject matter of family law.  Mr. Levine has also been the subject of a Chicago Tribune feature article on April 15, 2001. 

Michael P. Wittenberg  joined the practice in September of 1970 after he worked in the estate and trust department of American National Bank. In 1968, he graduated from Chicago Kent Law School. Mr. Wittenberg also concentrates his practice in the area of family law with a special expertise in estates and trusts. He is able to utilize his vast experience in complicated family law situations which often include estate work. Mr. Wittenberg is an experienced trial lawyer and has tried many dissolution of marriage cases.

Ross B. Shugan, the third senior partner, joined the firm in 1978. He graduated Phi Betta Kappa from the University of Michigan with additional honors and is an extremely adroit family law practitioner who not only handles complex litigation involving custody and business valuation, but is highly experienced in the field of Appellate Law. Mr. Shugan has written many appeals in both the First and Third District of the Illinois Appellate Court. Both Howard LeVine and Ross Shugan have successfully argued in the Appellate Court over the years and Mr. Shugan has drafted many important briefs which have made law in the State of Illinois.

Steven G. Wittenberg, the son of Michael P. Wittenberg, joined the firm after graduating Phi Betta Kappa and cum laude from the University of Illinois in 1993 and graduating from Chicago Kent Law School in 1996. He spent a year in California as an agent in the film industry and then decided that family law was his calling. Having spent eight years in the practice of family law he is convinced he made the right decision. In 2001, Mr. Wittenberg became a partner in the firm. In 2003, he became the youngest Fellow ever accepted into the Illinois chapter of the American Academy of Matrimonial Lawyers. His strong background in forensic accounting and finance allows him a unique insight into the financial aspects of divorce including but not limited to business valuation and the tracing of hidden funds. Mr. Wittenberg has been a speaker at seminars regarding the financial aspects of divorce for the Illinois Continuing Legal Education group and the American Academy of Matrimonial Lawyers.

The firm has two associates namely, Michael Schatz and David Silberman.

Michael Schatz graduated from Chicago Kent Law School in 1996. Prior to joining the firm, he spent several years as a Prosecutor for the State of Illinois and headed the Juvenile division for Kankakee county. Mr. Schatz supports both Howard LeVine and Michael Wittenberg in numerous cases and is quite adroit for a young lawyer in the area of litigation. 

David Silberman joined LeVine, Wittenberg & Shugan in 2006 after receiving a Juris Doctor (J.D.) from the DePaul University School of Law. Prior to graduating from law school, he was selected for a clerkship with the Honorable Judge Helaine Berger in the Domestic Relations Division of the Circuit Court of Cook County which provided him with a unique perspective into family law. Mr. Silberman also received two prestigious awards in law school, namely, CALI in Real Estate Transactions and CALI in Legal Writing. In addition to litigating complex family law matters he has written appellate briefs, pre-nuptial agreements, as well as negotiated marital settlement and parenting agreements.

Mr. Silberman graduated from Syracuse University with a Bachelor of Arts (B.A.) in 1997, magna cum laude and Phi Beta Kappa. Prior to attending law school he worked as a pharmaceutical representative for Pfizer.

Elissa Wittenberg Libman  joined the firm as consulting counsel in 2004. After graduating from the University of Illinois suma cum laude with a degree in Finance in 1995, Elissa attended Northwestern Law School where she graduated at the top of her class with high honors in 1998. Having spent the previous six years as a senior associate at the law firm of Sidley, Austin, Brown, and Wood, Elissa gained invaluable experience in the areas of litigation, research, and writing.
